- In a small bowl, mix the softened cream cheese, garlic powder, salt, and pepper until smooth and fluffy.
- Lay the flour tortilla on a clean surface and evenly spread the cream cheese mixture across the tortilla, leaving a small border along the edges.
- Arrange the slices of deli ham over the cream cheese, followed by the grated cheddar and fresh spinach or arugula.
- Starting from one end, roll the tortilla tightly, tucking in the edges as you go.
- Using a sharp knife, cut the rolled tortilla into 1-inch pinwheels.
- Arrange the pinwheels on a platter for serving.
- Chill in the refrigerator for about 30 minutes for a firmer texture if desired.

These pinwheels can be stored in an airtight container in the refrigerator for up to three days. Reheating is not recommended, enjoy them cold.
